Between the day the excavator first breaks ground and the day the first resident picks up their keys lies the most demanding stretch of any development — the construction phase, where a set of drawings becomes a physical building. It is a long, sequential, unforgiving process. Understanding its steps is understanding where the money goes, where the time goes, and where the risk lives.
Every step below depends on the one before it. Construction is a chain, and the building rises only as fast as each link is completed and verified. Here is that chain, from the first dig to the final key.
1. Site preparation and excavation
The work begins below grade. The site is cleared, and excavation digs out for the foundation and any underground parking. This phase holds some of the project's biggest hidden risks — what is actually in the ground: soil conditions, groundwater, rock, or contamination that no drawing can fully predict. On tight urban sites, shoring and retaining systems, often built with shotcrete, hold back the surrounding earth so the excavation can proceed safely.
2. Foundation and below-grade structure
On the prepared ground, the foundation is built — the footings and slabs that transfer the entire weight of the building into the earth, along with any underground parking levels. This is heavily reinforced concrete work, engineered and inspected before every pour, because everything above depends on it being right. The foundation is literally the base case of the whole structure.
3. The structure rises
With the foundation cured, the building goes vertical, floor by floor. In a mid-rise, this is typically concrete or a concrete-and-wood system, each level formed, reinforced, poured, and cured before the next is built on top. This is often the most visible and satisfying phase — the building finally taking shape on the skyline — and it sets the schedule's rhythm, as each floor cycle repeats upward.
The building goes up floor by floor, but it becomes livable trade by trade, behind the walls.
4. Envelope: making it weathertight
As the structure tops out, the building envelope goes on — the exterior walls, windows, roofing, and the weather barriers and flashing that keep water out. Reaching a weathertight, or "dried-in," building is a major milestone: it lets interior work proceed protected from the elements, and it is critical to long-term performance, because water intrusion is the most expensive defect a building can carry. The envelope is where durability is won or lost.
5. Rough-ins: the systems behind the walls
With the building enclosed, the trades install the systems that will run through it — plumbing, electrical, mechanical, heating and ventilation — while the walls are still open. This is the rough-in phase, and it is the last chance to see and verify these systems before drywall covers them permanently. Inspection here is critical: what is buried now must work for the life of the building. This is quality control at its most consequential and least visible.
6. Interior finishing
Once rough-ins are inspected and approved, the interiors get built out: insulation, drywall, then the finishes — flooring, cabinetry, countertops, paint, fixtures, and hardware. This is where the material decisions made long ago become tangible, and where the building starts to feel like the homes it will become. It is a long phase involving many trades in sequence, each depending on clean work from the one before.
7. Commissioning and inspection
As construction completes, every system is commissioned — tested and verified to confirm it works as designed: the mechanical systems, the fire and life-safety systems, the elevators, the electrical. The municipality conducts its final inspections against building code. Only when the building passes does it receive occupancy approval, the legal permission for people to live in it. This is the gate between a finished building and an occupied one.
8. Occupancy and lease-up
With occupancy approval in hand, the building opens and lease-up begins — filling the units with residents. For a build-to-hold owner, this is not the finish line; it is the starting line of the phase that actually produces the return. The construction is over, the capital has been deployed, and now the building begins to do what it was built to do: house people and generate income, for the decades to come.
The discipline underneath the sequence
Every step in this chain carries its own inspection holds, its own risks, and its own opportunities to protect or erode quality. The developer's job across the entire span is to keep the sequence moving — managing the schedule, the budget, the trades, and the draw financing — while never letting the pressure to move fast bury a defect that will surface later. From groundbreaking to occupancy is a long, demanding road. Walking it with discipline is the difference between a building that opens on time and performs for decades, and one that opens with problems already built into its walls.
